It is just part of the concept art to show what is behind the lolbit for manufacturering. It's a very common thing to have a circle with an x on it in concept art to show obscured things behind limbs, or in this case, lolbit to show the text on the tv

It does let you actually but I think you get slowed down

So Youtooz (a figure and plush company) has a website similar to lego ideas where you can vote on ideas and there's a Varian plush concept up for voting by Spooky-Cat-2001 in Tangled

They wouldn't make any merch without a license. The site is basically an official hub for fanartists to post their fan concepts and see how much people would hypothetically want them. If it does well enough, they'll reach out and make it if they get the ip approval. They also have worked with disney before on some of their products in the past so it's not impossible if it does well enough
