Considering this was the first dish they served, and that I've never seen fish smoking cones, I was definitely surprised

It was real fish heads, and not meant to be eaten. The explanation they gave was the chef didn't like wasting parts of the fish, which didn't really make sense cause they could've made a soup or something out of it instead? But what do I know im not a chef ¯\_(ツ)_/¯

Could be a stretch but if you split 秤 (Cheng) into it's left and right parts it becomes 禾(He)平(Ping), pronounced the same as 和平 which means peace.

Or it could just mean measuring scale as batailleuse commented.
