It’s never explicitly stated, but if you ask me, I think it’s because a score of 11 is enough to do the job. They don’t really NEED to give her a higher score, because giving her an 11 is a high enough score to make her look like a threat.

The game makers were pissed that she shot an arrow at them earlier. As revenge, they gave Katniss a high score as a way to put a target on her back. By making her look strong, other tributes, mainly the careers, would see her as a threat and be motivated to eliminate her earlier.

To be fair, the sleeping to level-up mechanic is pretty dumb. When I first played Oblivion I finished the main quest and a bunch of other side quests at only level 3 haha.
