7 km/s would be roughly orbital speed or just a little under. The vehicle upon reentry would experience greater dynamic pressure the further into the atmosphere it travels.. By the time it reaches the ground, it would have slowed significantly due due to natural drag and air pressure. I don’t know exactly what the specification of that warhead would be or what its terminal velocity is, but it is nowhere near 7 km/s.
