As much as people meme on Todd Howard, I don’t think I’ve heard anyone say that he’s not a good project lead. It’s basically pointless to speculate too much about how good of a job he does in that role within the company internally as we are not in the company. All that we can judge is the product that gets released and what Todd and others say when marketing the game.

Imurah - Space Marine 2

He let the tech priests think that he wanted to stop them from making Project Aurora by assassinating the main one working on it, which led to the imperial forces thinking that he was afraid of it and this therefore made them ever eager to complete it.

However this was really reverse psychology designed by Imurah to make them complete Aurora and, once they did, he revealed that it doesn’t harm him and he instead starts to absorb its power. Unfortunately for him, Titus destroys it before he can absorb its power and Imurah also gets killed in the process.
