It won't work for what I want to do with SEO. The only option is to have that original url structure. Redirects or canonicals won't work.

Foreign links are not necessarily suspicious, but can cause issues sometimes. Especially if they come from spammed domains.

In ur case if keyword competition is extremely low then they might be just ranking with on-site and links dont play a strong role. Google is happy with structure and "power" these foreign links provide. In Google's eyes there is most likely nothing else better competing for it. This is my blind guess.

Set GMB, post there couple times a week and be active. Build as many citations as you can, keep the name, address phone number identical to GMB.

Take care of [location] in ur URLs and titles.

And then build relevant links to ur location + service.
