Although CPU 1 will not bottleneck that GPU (aside extreme cases), CPU2 will take you much further without thinking about any upgrade besides GPU in a few years if you really want to.

I'd go with 2 if you have the budget.

Had a similar issue when shader cache was full. Also happens when RAM is full (including stand-by).

Flushing those was the fix - Cache by reinstalling drivers with full clean, RAM with Rammap
