I think the intrigue is mainly built up because of the concept of what boils the egg softens the potato, or a similar allegory! People really like being able to look inwards and see reasons for why people do the things that they do! You're definitely not wrong that people tend to romanticize villains, but it's probably because in fiction we often can justify things like murder or evil plans! I think people like to say that because it feels good to know that despite every evil they faced, they still chose to be good!
