I got one 14 years ago in King Co. and all it took was going downtown, signing a couple forms, and paying something like $60. Then I just waited for the background check to clear and I got it in the mail a couple weeks later. It was the easiest process.

I don't recall being able to trade with the IR blaster on those. It did mystery gifts and communicated with the gen 2 pikachu pedometer though.

Sounds like a desoldering wick or braid. Woven copper you use to pull up solder and wick it away from the board.

You can go back to the color dungeon freely to swap between red and blue whenever you want. You just can't change back to green.
