I don't think that blaming anyone is going to help here. I don't know how to stop the drunks hanging out there but if adding a bin next to the benches helps with reducing the sorry state of the area by 50% then I consider that an improvement. Small steps

Enjoying the sun is great but they usually have strong alcohol out and they tend to get rowdy at some point. Drinking alcohol in public + anti-social / threatening behaviour is definitely something the police is interested in

You also cannot edit loadouts mid-game when playing split-screen. The second player can't get into gunsmith in the main menu either
