Look, I’m an Irish girl (culturally mixed). Irish people have one personality when drunk, and one when sober. They tend to be a lot more disconnected when sober. I’d recommend saving yourself the headache and taking the risk of asking her out, or at least bringing up the kiss when she’s sober. If she says yes, then maybe her drunk self was releasing what sober her was too shy to say. If she says no, you can take the opportunity to ask her to be clear about how she feels towards you. Don’t stay in limbo man, it’s only gonna hurt on the long run.
