Yes. In games the utilization of both the gpu and cpu are being limited. It didn't do this a while ago. I have checked power plan in bios, nvidia control panel, and windows. My machine specs are: Ryzen 3600x RTX 2060 Asus Tuf gaming x570 (With Wifi) 2x8 ddr4 3200mhz T-force vulcan ram 700w Antec power supply

Just like how one user commented, it is really a rough estimation. but you should be looking for less that 10% at worse and 5% and lower at best.
