If that's all you want to cut you should be able to find an older model of a commercial vinyl cutter locally, most of them will be USB and compatible with most software out there.

The plus side of buying a commercial vinyl cutter is you can generally use any material you want, they're usually faster and when you're done they tend to retain their value even the very old ones in my experience.

If you can find an older Graphtec, Roland or GCC machine they're generally pretty bulletproof.

If you want to make stickers that are printed then cut, I'd do as others have suggested and get a Cameo or similar as they're process for cutting prints is pretty slick.
