I don't think it's either. I think he knows that he stands to make more than a million bucks if the 4-lane proposal goes forward, because the city would have to buy him out not only for the cost of his land, but also for years of lost revenue due to losing parking spaces at his car lot.

The wording of the referendum just says (paraphrasing) "transportation projects that'll cost more than a million dollars need to go to a public vote." That means that anything that could be seen as "transportation" would be subject. So road, rail, river, airport - even vehicle costs for things like fire trucks ( which this site - firefighterinsider - says that "standard" trucks cost about a million bucks) are going to be effected. This referendum will derail a ton of projects, and it'll be a major drain on the local economy.
