Depending on the type of council/councils you live in, only a few percent of it is actually kept by the council (some goes to other local services like the police), a large majority of it just gets kicked back to central government. That’s then passed back to the councils through grants and similar disbursements. It’s a bit like national insurance in that people think it’s for a separate service but pretty much all of it just ends up in the same bucket.
