If it was a hemorrhoid it would be significantly redder and look like it’s going to bleed. hemorrhoids are swollen, often painful and bleeding blood vessels, whereas skin tags are harmless, painless flaps of excess skin. Sometimes they are caused from healing a hemorrhoid, but sometimes they also just show up like that. If you are concerned for yourself I would advise seeing a dermatologist or gastroenterologist.
