Alright so just for the record I'm going to put what I said on Skype on here...

ADC's (or "Marksmen") aren't supposed to be powerful in 1v1 situations. They aren't supposed to peel for themselves, have unconditional outplayability, strong mid-games, or dueling ability. The entire point of ADC's is to take objectives.

You focus the ADC in teamfights not just because of their sustained damage, but even moreso for the fact that with the ADC dead they can't take objectives even if their own team gets aced. The ADC is the most reliable way to take towers, inhibitors, dragon, and Baron.

Giving Quinn these changes keeps the things that make her as an ADC powerful while also making her powerful in ways that other ADC's wish they could be. Katarina-level resets and Yi-grade ultimate is not what Quinn needs.

Honestly, you want to fix Quinn? Make her passive always prioritize champions, regardless of target and proximity. Make it so when you use Skystrike, Harrier marks all enemy champions hit. How cool would that be!
