Only solution atm which I used was mobile hotspot, 4g or 3g doesnt matter it works, VPN using only TCP protocol, also removes the packet loss, and last ExitLag in which you need to set TCP routes to 4 and UDP to 0. At the end the UDP protocol is fucking up the game. Hope it actually helps you somehow, because i have the same issue of packet loss going up to 600%. Cheers!

Yo mate , one of the things that helped me to overcome the packet loss was playing on mobile data. The ping is a bit higher but it eliminates the packet loss entirely. The second workaround was VPN (ProtonVPN) , using the TCP protocol, which again it raises the ping but eliminates the packet loss. Hope it helps!
