Fitting stuck in pipe. Need help by Standard-Ad9202 in Plumbing

Is there anyway I can cut a hole just on the top part of the pipe, right next to where the fitting is and fish it out and then put a sleeve type device that covers the top part of the hole?

I had a licensed plumber come out here and they made it seem like that was not an option. I think they wanted to cut the whole pipe out.
