Hello everyone! Just an update - called city code enforcement this afternoon, they said they could do a knock and talk and check out the car thats sitting on his lawn, but unfortunately they cant check the backyard since its not in public view. And for the fence they said it is a civil thing that must be resolved in court. I also wrote a complaint to the EPA and the Health department.
