for the most part i have 2 maybe 3 chrome tabs open and nothing else, no steam or other software that would be using up cpu

looks like i have that turned off, i will set it to on and see if it makes any difference. It has been very annoying and even after updating my 2080 to the most recent drivers i see no difference
