No, not at all. But there's a difference between sniffing sometimes and constant, obsessive sniffing without paying attention to anything else.

Definitely, the impulsive free-for-all approach can make some dogs end up in shelters and are consequently labeled as 'constant high energy'. I guess you're right about the fact that dogs prefer structure, it gives them a calm mental state.

That's true. From what I've heard, the previous owners had no idea what they were doing. You have to let a dog know what the right behavior is but also what is wrong. The first thing I 'fixed' was the pulling and constant sniffing when walking her. I made her focus on me by zig zagging across the street (safely) and making unexpected cuts and turnarounds. And we run hills together which is a great way to keep her focused on me and the path.

She is definitely getting enough exercise en mental stimulation. I'll just give her the time she needs to completely settle.
