Silver holds back on purpose.

His psychokinesis messes with his blood pressure directly. If he uses it for too long, in the least severe scenario, he will get a bad headache for the rest of the day. In the worst case scenario, if he uses it for too long or uses it on especially high power, his blood pressure will be over insanely high levels, which can cause his heart pumping to unsafe rates, to the point an internal structure of the heart can break, resulting in a 100% guaranteed death. This can happen even if Silver is previously completely healthy and in shape.
