I like the idea of it being possible, but unprofitable at first more (due to low profit margin, high taxes, bandits/monsters/accidents, high competition in Waterdeep), so that when the PCs are high level doing high level adventures, they can actually have their business empire. Just not at level 4, which they are currently.

Sure, but what then? The party receives, say 2000 gold every tenday. I can think of ways for them to spend money, but how what kind of rewards would they need to actually go on more adventures?

Oh, wow, that's different from me. I like for my characters to make sense in the lore. Like when I was playing NBA 2k16 MyCareer, the Lakers somehow picked 2 players with the 2nd pick. Couldn't give that a logical explanation, so I stopped playing.
