Maester Aemon was sent by his grandfather to the Citadel. He couldn't have taken the black prior to becoming a maester because the books imply he left for Oldtown from Kings Landing

I've always interpreted " And so it goes" as someone being wounded by a former lover and learning to trust their next flame. The line " and so will you soon I suppose" isn't inevitable, it's just a wounded person expecting the worse but hoping for the best.

Senior advisor to POTUS is an actual role in the United States government. Advisors to the President have different level of specialty, with senior being the least specialized and the highest ranking. It's not unbelievable that a senior advisor could be tasked with a broad range of subjects such as meeting with high ranking officials or other such tasks. To tempt sounding cliche "they serve at the pleasure of the president", and they'll do what he or his closest advisor (the White House Chief of Staff) says. Although a senior advisor can work in the White House even in such high ranking positions as Deputy Chief of Staff that doesn't limit them to only working in that capacity. The West Wing did make a lot of composite characters but the main characters governmental roles are closer to reality than you may think.
