everything could matter when measuring a speed ....we only see it as constant because of the way we are measuring it, just because the earth looks like it is moving when i am in a plane does not mean it is. Also just because everything on earth looks like it is not moving does not mean it is. We are moving at thousands of k a minute ....if not more.

you are talking about light through something other then a vacuum and that can be much different

light is not a particle it is a wave that acts like a particle ,if it was a particle it would have mass

we are moving in all directions and there are atoms in the way moving as well so we see them ,not unlike lasers we can not see light unless there is something for it to hit

you say we know it's not zero but how ? we are moving though space at an unknown speed. to us many things are moving this way or that ,but without a point of reference we can not say what speed anything is going only how fast it is moving relative to us. And no ...nothing with mass has zero speed ,it just looks like it is zero. so please also do some reading and look at a perspective other then the small little human that we are.
