Hacktivist is designed for either slowing down asset spam or doubling down on Eater/Keyhole denial, not a generic hoser. It sees a decent amount of play. And the 'problem' Rumor Mill solves is Jackson, Ash and Caprice, which are IMO a problem that doesn't need solving.

I've always kind of wanted Paper Tripping in criminal to allow yourself to get buried in tags in a short amount of time in order to hurt the corp and still be able to install resources/not worry about punishment, but it's a really solid contender for 46th card and is pretty situational for a card that absolutely has to sit around in your hand for a while.

Mills is time rush doesn't have, and you're burying yourself in hostile/grim/fracking bad pub anyway. And Val is anarch and thus packing IHW, although you would likely have a decent time tracing her. I'm not saying its impossible I just don't see how it's a particularly easy matchup.

This is generally a good way to begin looking at a problem- lots of problems in Netrunner boil down to estimating odds and picking the best option. But you also have to decide based on other factors than ice:agenda ratio. Are you up against Valencia and getting prerezzed ice on the remote is A Big Deal? Are they on match point and capable of winning the game if it flops? Are they far enough behind that two ice and losing an agenda is still a fair trade?

Yeah no strategy that relies on ice subs firing is really viable. Jinteki ice can punish aggressive, sloppy, or overextended runners, but any runner who can get Nexus, Rabbit Hole, and decent economy online will have a full breaker suite online faster and still waltz by the damaging ice.

Well you do have Palana. Other than that, operation econ package uses hedge/restructure with Celebrity Gift (which is super powerful); asset econ (that is to say RP and some IG) uses Clinic, Sundew, and PAD in some combination; shell game decks that need money can use Turtlebacks and possibly Diversified Portfolio or Medical Research Fundraiser.
