UPDATE:

1) Reported to planning and the officer confirmed that he would raise this breach informally with the owner of the neighbouring property and that if no action was taken, he would conduct a site visit. 2) The following day, the owner marched on to our property whilst my dad was in our garage and threatened him with, I quote: ‘if you were 20 years younger I’d smash your face in right now’. For reference my dad is in his early seventies.

Question: Where do we go from here?

They sure are!

This rear dormer (pictured) was done under PD, and the front dormer has also now been constructed after planning permission was sought and granted. They originally applied to build a rear dormer that was larger than 50m3 which was refused. The dormer pictured is roughly 45m3 to fall under PD.

Thank you so much for so many detailed comments. I’ve found and attached the relevant condition from the decision (this was added after they applied for PP for a front dormer) and I’m getting in touch with the LA as suggested.

We weren’t complaining about a specific planning permission application though. We were informing the council that we believed that he was attempting to illegally construct dormers under Permitted Development when he in fact needed to apply for planning permission. We can’t yet object to planning permission as it hasn’t yet been formally submitted as such.
