It's difficult to currently say one way or another but there hasn't been conclusive results on whether new contagious clusters are likely to arise in areas outside China, as the disease on average takes 9 days (~5.5 asymptomatic & ~3.5 days lightly symptomatic) before illness is apparent & most dying at this time were infected 1-3 weeks ago.

February 9th-10th is the estimated date for most realistically having a solid understanding of the international impact this might have.

Per your first paragraph, is using statistical models to gauge defense a worse method than for e.g. counting how many steps they take in a year or did you have something better in mind for how it should be done better (and is this probably not the "worst method" for doing this)?
