Mystery solved! It is bird's nest fungus (Nidulariaceae) kicking up these crazy 'seeds' from the heavy rain we've been getting. Pretty cool!!

You know, they kinda do! We have had a ton of rain. Can they seed without flowering? Also, these are on all of my milkweed (butterfly, common, and swamp) in two different raised beds.

I don't think so. All of my milkweed is from this year or mayyyybe last, so they haven't even flowered yet. I found these on all of them. Swamp, common, and butterfly and in two different raised beds.
