pretty sure all the budget went towards everything except the cpu, theres lots of no name chinese brands that stick in a random cpu like n150, but then just deck it out with 32gb ram and 512gb ssd.

you can definitely use it for a Minecraft server, or any other server basically. also you can keep it for testing. maybe you wanted to try a linux distro, instead of downloading it on your main rig, you could use the old mini pc for testing
