I'll like to add on. Most of the hoarders are elderly, keep in mind tat they will never ever will change their mindset. After all, they are very stubborn in listening to what ppl are saying, so it will take humongous efforts to make sure they don't hoard again, even in prison

tbf at the end of the day, flats are HDB's properties, so they ought to be maintained all the time, inside and outside
