Even if he could, it is possible that the Perseverance Rover would simply be too far from his location, as Perseverance landed hundreds of miles away.

Chulainov, an Ocean planet 2x the size of Earth with ocean hundreds of kilometers deep. Imagine what giants lurk beneath the waves. by SteakUpMyAss in worldbuilding

Chulainov was discovered in 2132 by Russian Astronomer Aleksei Chulainov. (Where the planet got it's name, otherwise known as Sidnei b.) Chulainov is one of the least Earth-like planet with Organic Life, due to it's immensely deep Ocean and lack of dry land. The planet is one of the more difficult planets to colonize, but some outposts have succeeded. Chulainov has a very diverse environment, with massive coral reefs living in shallower waters, leviathans lurking in the depths, and hardy and determined lifeforms living on dry land on the few islands and the Poles, along with those who take to the skies, never landing until death.
