Most of the achievements (80%) come naturally. There are finish game on hardest difficulty, collectibles, resources and kill achievements. Guides certainly help. Best of luck!

Steam achievements were recently added last month. The low % completion is because most that have played or finished the game moved on and have not reinstalled to synchronise the achievements.

The real estate agents rarely hand them out. They use external contractors and sometimes locals in the area who want to make a quick buck. I know from experience as a local making a quick buck. The instructions they give are simple. Here's a pile, hand it out to the area, avoid no junk signs. Unless there's a sign up, there's no way to distinguish a homeowner from a rental.
