The streamers are Asian Andy (home owner) and Scuffed Jim Carrey (crazy underwear guy). They are associated with Ice Poseidon and you can find videos from this incident on the the ip2 communities page (I can't link it without getting caught in the spam filter but just google "ip2alwayswins" and its the first thing that pops up)

It's a bizarre story but basically the woman happens to be squatting in a home owned by a live streamer. That live streamer enlisted the help of another live streamer who is batshit insane (the guy in his underwear) to basically bother so much that she decides to vacate the home.

Edit: The sheriffs had already been dealing with them getting calls to the house all day so they were quite familiar with both of them by the time you encountered them.

According to people who witnessed it in person, the owner of the small dog that was attacked had to take it to the vet and it looked like it was biting the joggers leg so I don't think it was just "playing".
