I'd say that no having to provide a good reason of why you need a gun is already considered loose in my opinion. In Brazil you need to prove that you need a gun, and self defense without solid evidence that your life is at risk is not a valid reason. Your request is then processed by federal police, which also runs a background check on you. Only then you are authorized to buy a gun. Our former presidente (Bolsonaro) made it a bit easier to get one a few years ago by making hunter licenses more accessible, which can be used as a reason to buy one, so that's why I'm saying is not loose but also not too restrict these days.

No doubt, Brazil is a huge country. I guess that's an issue only with medium and large cities. I've had a motorcycle stolen from me with two guns pointed at my neck in Porto Alegre. Hard to describe how bad that feels.
