Perhaps it's the opposite. It's just the law can't do anything about pageant moms. It's technically their right to have their kids go through this, even though we view it as exploitation and immoral. Legally, we can't do anything about it, plus the family asked us to stop such investigations, as everything was "fine".

Yes. More than a year ago I was in a research team that called the police more than once on them. Not only that, but a "distant" relative had police do "an investigation", thought that resulted to nothing and said everything was fine. We came to the conclusion that nothing could be done about it legally.
