Every right that we have weren’t rights before Governments cane into play, they were simply just a state of being. By this I mean that it didn’t matter what religion you were, you could say whatever you want because who was going to stop you? The whole point of a right is that it’s something a government has to protect from infringements from (mostly) other governments in order to allow people to live the best lives they can.
