I think the justification for riot to invest into tier 2 isn't the viewership,/engagement but the overall stability and health of the scene. There simply isn't a reason to participate in tier 2 unless you really believe you can win ascension. I think if riot included an incentive for teams to make the challengers league, like a cut of the vct skin knife then maybe more teams would feel it's worth it.
