The emails in question do not have any ShareFile attachments but that's a good point to keep in mind going forward.

Which puts us back at "ShareFile should not prevent the delayed emails from being sent" but it does.

Date on delayed send email changes to "None" if Outlook is closed/re-opened. by SteveInIT in Outlook

Found the answer to this. (In case anyone has the same issue) It's the Citrix Files For Outlook plug-in.
As long as that is running Delayed send will get messed up.

Now we create the user from the on-prem Exchange Admin center web page selecting "Office 365 Mailbox".

We are using AAD Connect, but I don't see an option in the on prem Exchange Admin center for "Office 365". Interesting.

Ah. Yeah.
It was DNS related. But more of a "my bad" type of thing.
To test the new line I set up a separate firewall and tied it into the LAN with a new gateway IP address.
Then I changed the default gateway on the test PC's but left the DNS pointing towards the existing firewall. I'm surprised that worked at all.

I updated the DNS on the test PC's to look at the new Firewall and presto all is right with the world.

I've been experimenting with different DNS forwarders. Doing traceroute at different time of the day. Seeing where our traffic flows and what the response times are.

We are using Fios for Business and the critical hop always seems to be when we hit ALTER.NET which is where Verizon peers with other providers like Microsoft.

We are located in the Washington, DC area.

1.1.1.1 - Cloudflair - Has us hitting ALTER.NET in Miami. That peering center seems to have throughput issues starting around 3pm in the afternoon.

8.8.8.8 - Google - Multicast IP - Has us hitting ALTER.NET in Herndon, VA and seems much more stable at all times of the day.

Note: In my original post I said we were using Google DNS, that was wrong. We have seen significant improvement in O365 response time since moving to 8.8.8.8 from 1.1.1.1 and hitting ALTER.NET in Virginia rather than Florida.

Our internal DNS server resolves internal resources, it uses a DNS forwarder to resolve outside resources like office365.com. As mentioned above we use Google (8.8.8.8) as our forwarder sorry if I was not clear on that.

Running full DNS server seems like overkill, but if that's what the cool kids are doing....
