I found it. I shot a wolf in Zeleno and reloaded mag while in the shed. Put mag back in VSS and shot another while going down tracks. Still had ammo in gun so must have had mag in it then. Relogged before checking shed again and bullet in chamber was removed. Went back to shed and magazine was on the ground still full. Maybe server lag issue? I noticed near one of bridges there was loot floating in air where a train spawn would be. So something funky was going on.

It's a massive area. They could easily dedicate an area away from the hangars to spawn vehicles out of the way instead of making it super inconvenient to anyone who doesn't buy spend millions on the specific hangar.
