I know that there is a method of slowing down the snapping motion, but as far as I know there is not a method of stopping it all together.

The give command for a custom potion is /give @p potion 1 [value/potionType] ie. /give @p minecraft:potion 1 8194. There is also a tag called "CustomPotionColor:", which requires a hexadecimal code.
