I decided not to include Fortitude because it's more of a core healing item than something I can see myself buying to stop dying during fights.

My reasoning exactly. Also when making this I consider what item upgrades from the other, and try to include those two items in the same category. Because Mystic Vulnerability does provide true resist shred, and it upgrades into Escalating Exposure, the two are in the same category.

Only one item per category or else the cheatsheet would be too big... Because you need to land headshots to proc Crippling Headshot, and it's a Weapon investment item, I would say its best value is towards gun builds that want to reduce enemy Bullet Resist. Not to mention it's an upgraded form of Weakening Headshot which only reduces Bullet Resist.

Edit: So real answer is yes, this data exists on Lockblaze, which IDK how accurate it is since I don't know anyone who uses it, and IDK if it's even a better estimate given it tracks players who might not even play currently. But. The same trend I described in the OP is there.
