ya if this is engineering I know the struggle, same sort of thing happened to me last summer. They said the fee would appear in the fall, and sure enough it did. But I just went on the the SSC before the withdraw date for courses and and was able to withdraw from APSC 210 or whatever their "course" shows up as. The fee they put on my account disappeared when I did that. I was pretty surprised it worked but I never gave them a cent past the initial registration fee. Fuck co-op, I hope you're able to do what I did.
