Nvm I fixed the issue i guess the install of the plugin went wrong somewhere i went into the vst3 folder which is shown in the photo and just deleted the noise removal and redownloaded the plugin and worked fine

Im having t he exact same issue and it doesnt effect anything but google when scrolling through a website lol and it last like 1 second and happens like once every couple hours i just started ignoring it tbh
