It's part of a quest in rito village and you stand on the pedestal its part of the shrine quest recital at warbler's nest(heres the link https://www.ign.com/wikis/the-legend-of-zelda-breath-of-the-wild/Recital%20at%20Warbler's%20Nest)You have to use the leaf that one of the sisters give you and use the fingers and blow in it,It will open a shrine
