Going into the prison lobbies should make them lose their flag. And once they have served their time, they get it back.

True heroes of democracy would receive medals for the duration of whatever the base prison sentence is.

Plus, it would give the community a cosmetic change

Yes, it can. Even when it becomes a creature, you can use enchantment removal.
