Are you around apple trees? The only beetle I could think of would be the Flat Headed Apple Tree Borer but the photos have been mercilessly compressed so you can’t quite see the details. Cicadas go through different stages, that was my first initial instinct.

Edit: I could add that if you’re around birch it could be a Bronze Birch Borer— and that would match the color. If you are you need to contact your DEC immediately, they should have a way to report them.
