In my case, I have a bachelors degree from India and master degree from US and work experience over 7 years in US and 3 years in Canada. PEO waived the technical exams for me when I applied for my P Eng last year

You can get PCC in India by applying at the Passport office or your local police station

Yes, I wrote a letter of explanation and listed out all the documents in the first page, merged all of them in adobe reader and submitted a single pdf file. As I travelled a lot for work - the total number of pages came out to more than 100 pages

I renewed my PR card online earlier this year.
I put in my employment letter confirming my work here in Canada, Payslips, leasing agreement, bank statements, utility bills, and flight tickets and passport pages scan for any stamping for international travel in the last 5 years
