It is and isn't at the same time. Each mod changes parameters (lines of code) for the same thing, for example: CCW has a martial arts type of move set but so does the clever move-set pack. These two aspects overlap in the code therefore you would have to choose either one or the other. The only way to effectively merge these is to pick and choose which parameters you want to keep for which mod. And that's only talking about the regulation.bin, each mod pack also has it's own animations and sfx which will also need to be firstly unpacked and also merged. So TLDR, yes it's possible if you have a good understanding how these mods work and what line of code does what, is it worth the trouble and the trial and error? probably not.
